2 An act relating to the Department of Children
3 and Family Services; requiring the department
4 to contract with a private nonprofit
5 corporation to implement the Healthy Families
6 Florida program for child abuse prevention
7 services; providing an appropriation; providing
8 an effective date.

10 Be It Enacted by the Legislature of the State of Florida:

12 Section 1. The Department of Children and Family
13 Services shall contract with a private nonprofit corporation
14 to implement the Healthy Families Florida program. The
15 private nonprofit corporation shall be incorporated for the
16 purpose of identifying, funding, supporting, and evaluating
17 programs and community initiatives to improve the development
18 and life outcomes of children and to preserve and strengthen
19 families with a primary emphasis on prevention. The private
20 nonprofit corporation shall implement the program. The
21 program shall work in partnership with existing
22 community-based home visitation and family support resources
23 to provide assistance to families in an effort to prevent
24 child abuse. The program shall be voluntary for participants
25 and shall require the informed consent of the participants at
26 the initial contact. The Kempe Family Stress Checklist shall
27 not be used.
28 Section 2. There is hereby appropriated to the
29 Department of Children and Family Services the sum of $10
30 million from tobacco settlement receipts residing in the

3 Section 3. This act shall take effect on July 1 of the
4 year in which enacted.
