11  Senator Harris moved the following amendment:

13         Senate Amendment (with title amendment) 

14         On page 2, between lines 11 and 12,

16  insert:

17         Section 1.  Paragraph (a) of subsection (4) of section

18  370.0805, Florida Statutes, is amended to read:

19         370.0805  Net ban assistance program.--

20         (4)  ECONOMIC ASSISTANCE FOR LOSS OF INCOME.--

21         (a)  Any fisher who is partially or totally unemployed

22  as a result of the implementation of the net ban amendment in

23  s. 16, Art. X of the State Constitution, notwithstanding s.

24  443.036(21)(19)(n)3., is eligible for retroactive elective

25  coverage pursuant to s. 443.121(3)(a).  Retroactive elective

26  coverage shall be limited to fishers who, during the base

27  period, as defined in s. 443.036, possessed a valid saltwater

28  products license issued under s. 370.06 and had recorded

29  landings of the species affected by the net ban.  Eligible

30  fishers may apply for retroactive elective coverage any time

31  on or before December 31, 1995.  Liability for contributions
