1 A bill to be entitled
2 An act relating to the Central Florida Regional
3 Transportation Authority (RAB); amending s.
4 343.64, F.S.; authorizing the authority to
5 employ personnel and consultants; authorizing a
6 personnel system; providing for delegation of
7 authority; providing an effective date.

9 Be It Enacted by the Legislature of the State of Florida:

11 Section 1. Subsections (4) and (5) are added to
12 section 343.64, Florida Statutes, to read:
13 343.64 Powers and duties.--
14 (4) The authority may employ a secretary and executive
15 director and such legal, financial, and other professional
16 staff or consultants, technical experts, engineers, and other
17 employees, permanent or temporary, as it may require and may
18 determine the qualifications and fix the compensation of such
19 persons, firms, or corporations. The authority may establish
20 a personnel system for employees of the authority.
21 (5) The authority may delegate to one or more of its
22 officers or employees such of its powers as it shall deem
23 necessary to carry out the purposes of this part, subject
24 always to the supervision and control of the authority.
25 Section 2. This act shall take effect upon becoming a
26 law.

COMMITTEE SUBSTITUTE FOR

4 The committee substitute removes the provisions of the bill
which makes the authority a special district and amends s.
5 343.64, F.S., to give specific legislative authority to have
employees and the Central Florida Regional Transportation
6 Authority to establish a personnel system for employees of the
authority. The committee substitute provides that the
7 authority may employ a secretary and executive director and
other professional staff or consultants, permanent or
8 temporary, and may determine qualifications and compensation.
9 The committee substitute further provides that the Central
Florida Regional Transportation Authority may employ one or
10 more of its officers or employees to carry out a personnel
system, subject to the supervision and control of the
11 authority.
