  1                      A bill to be entitled
  2         An act relating to Law Day; creating s. 683.22,
  3         F.S.; designating "Law Day" and "Law Week";
  4         providing an effective date.

  6         WHEREAS, Law Day USA was established by United States
  7  Presidential Proclamation in 1958 and reaffirmed by a Joint
  8  Resolution of Congress in 1961, and
  9         WHEREAS, Law Day in Florida has been declared by
10  proclamation by the state's Governors since that time, and
11         WHEREAS, many voluntary bar associations in Florida
12  traditionally have chosen to observe Law Day by a week of
13  activities and events providing services and education to the
14  general public, and
15         WHEREAS, the United States of America, and Florida in
16  particular, have been the citadels of individual liberty and
17  beacons of hope and opportunity to many millions who have
18  sought our shores, and
19         WHEREAS, the wellspring of individual freedom and
20  liberty is the body of law that governs us, and
21         WHEREAS, the Constitutions of the United States and of
22  Florida are the heart of that body of law that guarantees our
23  many freedoms -- including freedom of religious belief,
24  freedom to have and hold property inviolate, freedom of
25  assembly, freedom of speech, freedom of press, freedom of
26  petition, and due process of law, among others, and
27         WHEREAS, this year marks the 40th 41st annual
28  nationwide observance of "Law Day," NOW, THEREFORE,

30  Be It Enacted by the Legislature of the State of Florida:

  1         Section 1.  Section 683.22, Florida Statutes, is
  2  created to read:
  3         683.22  Law Day and Law Week.--
  4         (1)  May 1 of each year is designated as "Law Day," and
  5  the week starting with the Sunday preceding May 1 is
  6  proclaimed "Law Week" in Florida. If May 1 falls on a Sunday,
  7  Law Week begins on that day.  During the week, all residents,
  8  schools, businesses, and clubs and the mass media are invited
  9  to commemorate the role of law in our lives. The theme to be
10  celebrated will be determined by the Supreme Court of Florida
11  and publicized and supported by the lawyers of Florida through
12  The Florida Bar.
13         (2)  The Governor may issue annually a proclamation
14  celebrating these events, with a theme to be determined by the
15  Supreme Court of Florida and supported by the lawyers of
16  Florida through The Florida Bar.
17         Section 2.  This act shall take effect upon becoming a
18  law.
