  1                      A bill to be entitled

  2         An act relating to eligibility for the WAGES

  3         Program (RAB); amending s. 414.095, F.S.;

  4         specifying beginning dates for benefits under

  5         the program and Medicaid coverage for a program

  6         participant; specifying that the payee of

  7         temporary cash assistance may be the caretaker

  8         with whom a minor child resides; providing an

  9         effective date.

11  Be It Enacted by the Legislature of the State of Florida:

12

13         Section 1.  Subsection (9) of section 414.095, Florida

14  Statutes, is amended, and paragraph (j) is added to subsection

15  (15) of that section, to read:

16         414.095  Determining eligibility for the WAGES

17  Program.--

18         (9)  APPLICATIONS.--The date of application is the date

19  the department or authorized entity receives a signed and

20  dated request to participate in the WAGES Program. The request

21  shall be denied 30 days after the initial application if the

22  applicant fails to respond to scheduled appointments,

23  including appointments with the state agency responsible for

24  administering the child support enforcement program, and does

25  not contact the department or authorized entity regarding the

26  application.

27         (a)  The beginning date of eligibility for temporary

28  cash assistance is the date on which the application is

29  approved or 30 days after the date of application, whichever

30  is earlier.

  1         (b)  The add date for a newborn child is the date of

  2  the child's birth.

  3         (c)  The add date for all other individuals is the date

  4  on which the client contacts the department to request that

  5  the individual be included in the grant for temporary cash

  6  assistance.

  7         (d)  Medicaid coverage for a recipient of temporary

  8  cash assistance begins on the first day of the first month of

  9  eligibility for temporary cash assistance, and such coverage

10  shall include any eligibility required by federal law which is

11  prior to the month of application.

12         (15)  PROHIBITIONS AND RESTRICTIONS.--

13         (j)  The payee of the temporary cash assistance payment

14  is the caretaker relative with whom a minor child resides and

15  who assumes primary responsibility for the child's daily

16  supervision, care, and control, except in cases where a

17  protective payee is established.

18         Section 2.  This act shall take effect upon becoming a

19  law.
