1 A bill to be entitled
2 An act relating to building designations;
3 naming the Florida Department of Transportation
4 District Five Headquarters Building in DeLand
5 the "Ben G. Watts Building"; providing for the
6 erection of markers; providing an effective
7 date.

9 WHEREAS, Ben G. Watts dedicated 23 years of his life to
10 public service with the Department of Transportation, and
11 WHEREAS, Ben. G. Watts served a vital role in
12 developing Central Florida's transportation planning and
13 funding from 1984 to 1989 as Director of Production and then
14 as District Secretary of the Department of Transportation's
15 District Five, and
16 WHEREAS, Ben. G. Watts served from 1989 to 1997 as
17 Secretary of Transportation, and
18 WHEREAS, Ben G. Watts has been a leader in efforts to
19 address this state's transportation needs, and
20 WHEREAS, under the leadership of Ben G. Watts, this
21 state doubled its annual expenditures on road and bridge
22 improvements, while maintaining low administrative costs and
23 high efficiency in the Department of Transportation, and
24 WHEREAS, Ben G. Watts has advocated and cultivated an
25 atmosphere of cooperation among municipal, county, and state
26 governments as they address transportation needs and issues,
27 and
28 WHEREAS, Ben G. Watts has been a visionary in
29 supporting alternative forms of transportation, while
30 preserving and expanding our road and bridge infrastructure,

1 WHEREAS, Ben G. Watts has demonstrated a standard of
2 integrity toward which all public servants should strive, and
3 WHEREAS, Ben. G. Watts is among this state's most
4 respected leaders in the transportation field, NOW, THEREFORE,
5
6 Be It Enacted by the Legislature of the State of Florida:
7
8 Section 1. (1) The Department of Transportation
9 District Five Headquarters Building, which is located at 719
10 South Woodland Boulevard in DeLand, is designated the "Ben G.
11 Watts Building."
12 (2) The Department of Transportation is directed to
13 erect suitable markers bearing the designation made by this
14 act.
15 Section 2. This act shall take effect upon becoming a
16 law.
