18 Section 1. Section 411.015, Florida Statutes, is
19 created to read:
20 411.015 School Readiness Trust Fund.--
21 (1) The School Readiness Trust Fund is hereby created
22 in the Department of Education, to be administered by the
23 Florida Partnership for School Readiness, Inc. Funds shall be
24 credited to the trust fund as provided in s. 411.01, to be
25 used for the purposes of the Florida Partnership for School
26 Readiness, Inc., as set forth therein.
27 (2) The intent of the trust fund is to ensure a
28 seamless service delivery system for all publicly funded
29 school readiness programs operating in this state.
30 (3) Funds budgeted for a district school board for the
31 prekindergarten early intervention program, the subsidized

1 child care program, and other state or locally funded
2 education and care programs for preschool children may be
3 transferred to the trust fund for implementation of the school
4 readiness program in a given county. Additional funds,
5 including state-appropriated incentive funds, may be placed in
6 the trust fund for purposes of this section.
7 (4) All funds transferred to and retained in the trust
8 fund shall be invested pursuant to s. 18.125. Any interest
9 accruing to the trust fund shall be used to implement the
10 School Readiness Act of 1998. Notwithstanding s. 216.301 and
11 pursuant to s. 216.351, any undisbursed balance remaining in
12 the trust fund and interest accruing to the trust fund not
13 distributed at the end of the fiscal year shall remain in the
14 trust fund and shall increase the total funds available for
15 implementing the School Readiness Act of 1998.
16 (5) State funds appropriated for the school readiness
17 program may not be used for the construction of new facilities
18 or the purchase of buses.
19 (6) Pursuant to the provisions of s. 19(f)(2), Art.
20 III of the State Constitution, the trust fund shall, unless
21 terminated sooner, be terminated on the same day in the year
22 2002 as the day of the effective date of this act. Prior to
23 its scheduled termination, the trust fund shall be reviewed as
24 provided in s. 215.3206(1) and (2).
25 Section 2. This act shall take effect upon becoming a
26 law, if Committee Substitute for Committee Substitute for
27 House Bills 683 and 2131 or similar legislation creating the
28 Florida Partnership for School Readiness, Inc., is adopted in
29 the same legislative session or an extension thereof.
