13         Senate Amendment (with title amendment) 

14         On page 5, lines 15-22, delete those lines

16  and insert:  application; and

17         (k)  Has not had adjudication of guilt withheld or

18  imposition of sentence suspended on any felony unless 3 years

19  have elapsed since probation or any other conditions set by

20  the court have been fulfilled, or the record has been sealed

21  or expunged.
