1 House Memorial
2 A memorial to the Congress of the United
3 States, urging that in the reauthorization of
4 the Intermodal Surface Transportation
5 Efficiency Act an allocation method be adopted
6 which provides for a more equitable
7 distribution of federal transportation funds to
8 all states, including "donor states" like
9 Florida.

11 WHEREAS, the current federal Intermodal Surface
12 Transportation Efficiency Act of 1991, known as ISTEA, expires
13 on September 30, 1997, and
14 WHEREAS, activities associated with reauthorization of
15 ISTEA are already well underway in Washington, D.C., and
16 WHEREAS, Florida is a "donor state" which has only
17 averaged a rate of return of 77 cents for every dollar sent to
18 the federal Highway Trust Fund for the first four years of
19 ISTEA, and
20 WHEREAS, Florida ranks 4th in population, 3rd in
21 population growth, 3rd in gas tax contributions to the federal
22 Highway Trust Fund, and yet only ranked 45th in rate of return
23 under ISTEA, and
24 WHEREAS, the U.S. Department of Transportation's ISTEA
25 reauthorization proposal, known as NEXTEA, would actually
26 reduce Florida's already inadequately low share of federal
27 surface transportation funding, and
28 WHEREAS, it is absolutely essential that future methods
29 of allocating federal transportation funds be more favorable
30 to Florida than the formulas used in the past, NOW, THEREFORE,

1 Be It Resolved by the Legislature of the State of Florida:

3 That the Congress of the United States is urged to
4 reform the allocation methods for distributing federal
5 transportation funding in order to recognize the needs of a
6 high growth state such as Florida.
7 BE IT FURTHER RESOLVED that copies of this memorial be
8 dispatched to the President of the United States, to the
9 President of the United States Senate, to the Speaker of the
10 United States House of Representatives, to each member of the
11 U.S. House of Representatives Transportation and
12 Infrastructure Committee, to each member of the U.S. Senate
13 Transportation Committee, and to each member of the Florida
14 delegation to the United States Congress.
