Pruitt 1 A bill to be entitled 2 An act relating to implementing the fiscal year 3 1997-1998 General Appropriations Act in the 4 area of general government; providing 5 legislative intent; amending s. 372.672, F.S.; 6 authorizing the appropriation of certain funds 7 from the Florida Panther Research and 8 Management Trust Fund to reimburse certain 9 expenses relating to Texas cougars originally 10 purchased as part of the Florida panther 11 research and management program; providing for 12 future repeal; amending s. 259.032, F.S.; 13 authorizing the appropriation of certain funds 14 in the Conservation and Recreation Lands Trust 15 Fund for outdoor-recreation grants; providing 16 for future repeal; amending s. 376.11, F.S.; 17 authorizing the transfer of certain funds from 18 the Florida Coastal Protection Trust Fund to 19 the Ecosystem Management and Restoration Trust 20 Fund to fund beach inlet protection; providing 21 for future repeal; providing severability; 22 providing an effective date. 23 24 Be It Enacted by the Legislature of the State of Florida: 25 26 Section 1. It is the intent of the Legislature that 27 the implementing and administering provisions of this act 28 apply to the fiscal year 1997-1998 General Appropriations Act 29 in the area of general government. 30 Section 2. Florida House of Representatives - 1997 HB 1831 610-102-97 1 Act, subsection (4) is added to section 372.672, Florida 2 Statutes, to read: 3 372.672 Florida Panther Research and Management Trust 4 Fund.-- 5 (4) Notwithstanding subsection (2), for the 1997-1998 6 fiscal year only, up to $50,000 may be appropriated from the 7 fund to reimburse expenses incurred in recovering, housing, 8 and maintaining Texas cougars originally purchased as part of 9 the Florida panther research and management program. This 10 subsection is repealed on July 1, 1998. 11 Section 3. In order to implement Specific 12 Appropriation 1332 of the 1997-1998 General Appropriations 13 Act, subsection (15) of section 259.032, Florida Statutes, 14 1996 Supplement, is amended to read: 15 259.032 Conservation and Recreation Lands Trust Fund; 16 purpose.-- 17 (15) For fiscal year 1997-1998 1996-1997 only, moneys 18 credited to the fund may be appropriated to provide grants to 19 qualified local governmental entities pursuant to the 20 provisions of s. 375.075. This subsection is repealed on July 21 1, 1998 1997. 22 Section 4. In order to implement Specific 23 Appropriation 1273 of the 1997-1998 General Appropriations 24 Act, subsection (7) is added to section 376.11, Florida 25 Statutes, 1996 Supplement, to read: 26 376.11 Florida Coastal Protection Trust Fund.-- 27 (7) Notwithstanding subsection (4), for the 1997-1998 28 fiscal year only, up to $10 million may be transferred by 29 legislative appropriation from the fund to the Ecosystem 30 Management and Restoration Trust Fund for the purpose of 31 2 CODING: Words stricken are deletions; words underlined are additions. If any provision of this act or the 4 application thereof to any person or circumstance is held 5 invalid, the invalidity shall not affect other provisions or 6 applications of the act which can be given effect without the 7 invalid provision or application, and to this end the 8 provisions of this act are declared severable. 9 Section 6. This act shall take effect July 1, 1997, or 10 in the event this act fails to become a law until after that 11 date, it shall operate retroactively thereto. 12 13 ***************************************** 14 HOUSE SUMMARY 15 For the purpose of implementing the fiscal year 1997-1998 16 General Appropriations Act in the area of general government, authorizes the appropriation of certain funds 17 from the Florida Panther Research and Management Trust Fund to reimburse certain expenses relating to Texas 18 cougars originally purchased as part of the Florida panther research and management program, authorizes the 19 appropriation of certain funds in the Conservation and Recreation Lands Trust Fund for outdoor-recreation 20 grants, and authorizes the transfer of certain funds from the Florida Coastal Protection Trust Fund to the 21 Ecosystem Management and Restoration Trust Fund to fund beach inlet protection. 22 23 24 25 26 27 28 29 30 31 3
