18  and insert:  In order to implement Specific Appropriations 330

19  and 334 through 352 of the 1997-1998 General Appropriations

20  Act, the Department of Children and Family Services is

21  authorized to certify local funds as state match for optional

22  children's services funded by Medicaid and currently not

23  matched by state general revenue funds. The department is also

24  authorized to certify local funds as state match for eligible

25  Title IV-E services for children in excess of the amount of

26  state general revenue matching funds appropriated for such

27  services in the General Appropriations Act. Federal Medicaid

28  or Title IV-E funds provided to the state as federal financial

29  participation consequent to certified local matching funds

30  shall automatically be passed through to the local

31  jurisdiction that provided the certified local match, not to

  1  exceed $5 million per Department of Children and Family

  2  Services district for Federal Medicaid funds, and $5 million

  3  for Title IV-E funds, per Department of Children and Family

  4  Services district for the fiscal year 1997-1998. Certified

  5  local match is not intended to result in a reduction of state

  6  general revenue for the local areas that provided the local

  7  match and shall not be considered in any allocation formula of

  8  state general revenue funds for the same purposes. In addition

  9  to any requirements provided in section (10) of Senate Bill

10  2402 as passed during the 1997 REGULAR SESSION OF THE

11  LEGISLATURE, the Department of Children and Family Services

12  and the Agency for Health Care Administration shall apply for

13  federal waivers to implement this section beginning from the

14  fiscal year 1997-1998.
