17 Be It Enacted by the Legislature of the State of Florida:
18
19 Section 1. Section 381.0408, Florida Statutes, is
20 created to read:
21 381.0408 Public Health Partnership Council on
22 Stroke.--There is created the Public Health Partnership
23 Council on Stroke, which shall be responsible for making
24 available state-of-the-art information on stroke education,
25 prevention, and treatment to the public and to health care
26 providers.
27 (1) Specific duties of the council shall include:
28 (a) Developing and implementing a comprehensive
29 statewide public education program on stroke prevention,
30 targeted to high-risk populations and to geographic areas

1 where there is a high incidence of stroke, that includes
2 information on:
3 1. Healthy lifestyle practices that reduce the risk of
4 stroke.
5 2. Information on the signs and symptoms of stroke and
6 the actions to be taken when these signs occur.
7 3. The determinants of high-quality health care for
8 stroke.
9 4. Other information that the council deems
10 appropriate to include in a public education program.
11 (b) Adopting and disseminating to physicians and
12 emergency health care providers state-of-the-art practice
13 guidelines in the initial treatment of stroke.
14 (c) Adopting and disseminating to primary care
15 physicians practice guidelines that address appropriate
16 screening guidelines, the risk factors for stroke, and the
17 early signs of and treatment strategies for stroke.
18 (d) Adopting and disseminating to physicians and
19 appropriate health care providers state-of-the-art practice
20 guidelines that govern the long-term treatment of stroke.
21 (e) Adopting and disseminating to physicians,
22 long-term care providers, and rehabilitation providers
23 state-of-the-art practice guidelines that govern the
24 rehabilitation of stroke patients.
25 (f) Taking such other actions that are consistent with
26 the scope and purpose of this section to ensure that the
27 public and health care providers are sufficiently informed
28 with regard to the most effective strategies regarding stroke
29 prevention and that health care providers are aware of the
30 most effective treatment strategies for stroke.

1 Information disseminated pursuant to this subsection shall be
2 based on a consensus of expert opinion and on scientific
3 literature. The council shall make determinations as to
4 whether this requirement is met, with only those council
5 members who are licensed physicians voting on decisions
6 regarding prevention and treatment. All members may vote on
7 matters concerning public education and methods of information
8 dissemination and on other nonmedical matters.
9 (2) The chair of the council shall be appointed by the
10 Secretary of Health. Membership of the council shall include
11 one representative from each of the following:
12 (a) Florida Stroke Prevention and Education Coalition.
13 (b) Florida Society of Neurology.
14 (c) Florida Academy of Family Physicians.
15 (d) Florida Association of Emergency Medical Services
16 Medical Directors.
17 (e) Florida College of Emergency Physicians.
18 (f) Florida Chapter of the American College of
19 Cardiology.
20 (g) Florida Neurosurgical Society.
21 (h) Florida Vascular Society.
22 (i) Florida Geriatric Society.
23 (j) Florida Society of Physical Medicine.
24 (k) Florida Nurses Association.
25 (l) Florida Association of Rehabilitation Facilities.
26 (m) Florida Hospital Association.
27 (n) Florida Chapter of the National Stroke
28 Association.
29 (o) American Heart Association Florida Associate.
30 (p) Florida Chapter of the National Association for
31 the Advancement of Colored People.

1 (q) The Institute of African American Health.
2 (r) Florida Chapter of the American Association of
3 Retired Persons.
4 (s) Florida Association of Broadcasters.
5 (t) Florida Department of Health.
6 (u) Agency for Health Care Administration.
7 (3) The Department of Health shall contract with the
8 Institute of Public Health at Florida Agricultural and
9 Mechanical University to provide housing, equipment,
10 utilities, and staff assistance for the council. The council
11 shall be located at Florida Agricultural and Mechanical
12 University for administrative purposes only and shall not be
13 subject to the control, supervision, or direction of the
14 university.
15 (4) Members of the advisory council shall receive no
16 compensation, but are entitled to reimbursement for per diem
17 and travel expenses, as provided in s. 112.061, while
18 performing their duties under this section.
19 (5)(a) The council shall submit a report to the
20 Secretary of Health, the Governor, the President of the
21 Senate, and the Speaker of the House of Representatives by
22 March 1, 1999, which shall describe the extent to which the
23 council has accomplished the duties specified in subsection
24 (1) and may include such recommendations as the council deems
25 appropriate.
26 (b) The Legislature shall review the activities and
27 accomplishments of the council, and any council
28 recommendations, during the 1999 regular legislative session.
29 Section 2. There is hereby appropriated from the
30 General Revenue Fund to the Department of Health the sum of
31 $100,000 to carry out the provisions of this act.

1 Section 3. This act shall take effect July 1, 1997.

11 Florida Agricultural and Mechanical University for
housing, equipment, utilities, and staff assistance for
12 the council. Requires the council to submit a report to
the Governor and Legislature by March 1, 1999, and
13 requires the legislative review of council activities in
the 1999 legislative session. Provides an appropriation.
