8 Be It Enacted by the Legislature of the State of Florida:

10 Section 1. Subsection (12) of section 70.001, Florida
11 Statutes, is amended to read:
12 70.001 Private property rights protection.--
13 (12) No cause of action exists under this section as
14 to the application of any law enacted on or before May 11,
15 1990 1995, or as to the application of any rule, regulation,
16 or ordinance adopted, or formally noticed for adoption, on or
17 before that date. A subsequent amendment to any such law,
18 rule, regulation, or ordinance gives rise to a cause of action
19 under this section only to the extent that the application of
20 the amendatory language imposes an inordinate burden apart
21 from the law, rule, regulation, or ordinance being amended.
22 Section 2. This act shall take effect July 1, 1997.

28 from the application of any law, rule, regulation, or
