1 Senate Memorial No.
2 A memorial to the Congress of the United
3 States, urging Congress to adopt and submit to
4 the states for ratification an amendment to the
5 Constitution of the United States to provide
6 term limits for United States Senators and
7 Representatives.

9 WHEREAS, the citizens of Florida have, by an
10 overwhelming majority, expressed their desire that elected
11 officials be subject to limits on their terms of office, and
12 WHEREAS, qualifications for election to the Congress of
13 the United States are prescribed in the United States
14 Constitution, and
15 WHEREAS, in order to carry out the intent of the people
16 of Florida, an amendment to the United States Constitution is
17 required, NOW, THEREFORE,

19 Be It Resolved by the Legislature of the State of Florida:

21 That the Congress of the United States is requested to
22 adopt and submit to the states for ratification an amendment
23 to the Constitution of the United States which contains the
24 following provisions:
25 1. That a person may not serve in the office of United
26 States Representative for more than three terms, except that,
27 with respect to any person who is serving as United States
28 Representative on the date that a constitutional amendment
29 providing Congressional term limits is ratified or who has
30 served as a United States Representative before that date,
31 such person may not serve more than two additional terms.

1 2. That a person may not serve in the office of United
2 States Senator for more than two terms, except that, with
3 respect to any person who is serving as a United States
4 Senator on the date that a constitutional amendment providing
5 Congressional term limits is ratified or who has served as a
6 United States Senator before that date, such person may not
7 serve more than one additional term.
8 3. That the Congressional term limit amendment
9 submitted to the states for ratification have no time limit
10 within which it must be ratified.
11 BE IT FURTHER RESOLVED that a copy of this memorial be
12 dispatched to the President of the United States Senate, to
13 the Speaker of the United States House of Representatives, and
14 to each member of the Florida delegation to the United States
15 Congress.
