  1                      A bill to be entitled

  2         An act relating to fairs, festivals,

  3         agriculture centers, and pavilions; creating

  4         the Council on Agricultural Fairs and

  5         Facilities within the Department of Agriculture

  6         and Consumer Services; providing membership;

  7         providing responsibilities; providing per diem

  8         and expenses; authorizing the council to

  9         establish criteria and develop rules; providing

10         for public input; providing criteria to be used

11         in its evaluation of projects; providing that

12         the Department of State shall evaluate

13         festivals; providing an effective date.

15  Be It Enacted by the Legislature of the State of Florida:

17         Section 1.

18         (1)  The Council on Agricultural Fairs and Facilities

19  is created within the Department of Agriculture and Consumer

20  Services. The council shall review and rank proposed projects

21  for agricultural related fairs and facilities.

22         (2)  The council is to be composed of nine members

23  having agricultural related backgrounds appointed by the

24  Commissioner of Agriculture. Members of the council serve at

25  the pleasure of the commissioner. The members shall elect a

26  chair. The members are entitled to per diem and expenses as

27  provided by law.

28         (3)  The council shall establish criteria and develop

29  rules for reviewing requests for state funds for fairs,

30  agriculture centers, and pavilions. The council shall solicit

31  public input in developing review criteria and a ranking

  1  system or methodology. Criteria to be used in the evaluation

  2  process may be based on local or in-kind match, impact of

  3  project, benefit to the public or local economy, agricultural

  4  interests, future costs, prioritization of associated costs,

  5  and information to determine the planning and management of

  6  the project.

  7         Section 2.  The Department of State shall evaluate

  8  festivals.

  9         Section 3.  This act shall take effect upon becoming a

10  law.

14    Creates the Council on Agricultural Fairs and Facilities
      within the Department of Agriculture and Consumer
15    Services. Provides membership and responsibilities.
      Authorizes per diem and expenses for members. Authorizes

      the review and ranking of proposed projects for
