14         On page 30, between lines 3 and 4,

17         Section 24.  The Office of Program Policy Analysis and

18  Government Accountability shall conduct a review to determine

19  the effectiveness and adequacy of the regulation of title loan

20  transactions and submit a report to the Speaker of the House

21  of Representatives and the President of the Senate by December

22  30, 1999.
