3 s. 20.02, F.S.; providing for an increase in
4 the reference to the constitutional limitation
5 on executive departments; creating ss. 20.44,
6 20.45, 20.46, 20.47, 20.48, F.S.; creating the
7 Department of Northwest Florida Water
8 Management, the Department of Suwannee River
9 Water Management, the Department of St. Johns
10 River Water Management, the Department of
11 Southwest Florida Water Management, and the
12 Department of South Florida Water Management;
13 providing a contingent effective date.

15 Be It Enacted by the Legislature of the State of Florida:

17 Section 1. Subsection (2) of section 20.02, Florida
18 Statutes, is amended to read:
19 20.02 Declaration of policy.--
20 (2) Within constitutional limitations, the agencies
21 that compose the executive branch must be consolidated into no
22 more than 30 25 departments, exclusive of those specifically
23 provided for or authorized in the State Constitution,
24 consistent with executive capacity to administer effectively
25 at all levels. The agencies in the executive branch should be
26 integrated into one of the departments of the executive branch
27 to achieve maximum efficiency and effectiveness as intended by
28 s. 6, Art. IV of the State Constitution.
29 Section 2. Sections 20.44, 20.45, 20.46, 20.47, and
30 20.48, Florida Statutes, are created to read:

1 20.44 Department of Northwest Florida Water
2 Management.--There is created a Department of Northwest
3 Florida Water Management. The head of the department is the
4 Secretary of Northwest Florida Water Management. The secretary
5 shall be appointed by the Governor subject to confirmation by
6 the Senate. The secretary shall serve at the pleasure of the
7 Governor.
8 20.45 Department of Suwannee River Water
9 Management.--There is created a Department of Suwannee River
10 Water Management. The head of the Department of Suwannee River
11 Water Management is the Secretary of Suwannee River Water
12 Management. The secretary shall be appointed by the Governor
13 subject to confirmation by the Senate. The secretary shall
14 serve at the pleasure of the Governor.
15 20.46 Department of St. Johns River Water
16 Management.--There is created a Department of St. Johns River
17 Water Management. The head of the Department of St. Johns
18 River Water Management is the Secretary of St. Johns River
19 Water Management. The secretary shall be appointed by the
20 Governor subject to confirmation by the Senate. The secretary
21 shall serve at the pleasure of the Governor.
22 20.47 Department of Southwest Florida Water
23 Management.--There is created the Department of Southwest
24 Florida Water Management. The head of the Department of
25 Southwest Florida Water Management is the Secretary of
26 Southwest Florida Water Management. The secretary shall be
27 appointed by the Governor subject to confirmation by the
28 Senate. The secretary shall serve at the pleasure of the
29 Governor.
30 20.48 Department of South Florida Water
31 Management.--There is created the Department of South Florida

1 Water Management. The head of the Department of South Florida
2 Water Management is the Secretary of South Florida Water
3 Management. The secretary shall be appointed by the Governor
4 subject to confirmation by the Senate. The secretary shall
5 serve at the pleasure of the Governor.
6 Section 3. This act shall take effect October 1, 1999,
7 but it shall not take effect unless Section 6 of Article IV of
8 the State Constitution is amended to increase to at least 30
9 the maximum permissible number of executive departments which
10 may be created by law.

14 Creates the Department of Northwest Florida Water
