17 and insert: Governor or the Governor's designee, who shall be
18 an ex officio nonvoting member. Each of the following entities
19 shall submit a list of three nominees to the Governor:
20 (a) The Florida Farm Bureau Federation.
21 (b) The Institute of Food and Agricultural Sciences of
22 the University of Florida.
23 (c) The Florida Agricultural and Mechanical
24 University.
25 (d) The Florida Agricultural Resources and
26 Mobilization Foundation, Inc. (FARM Foundation).
27 (e) The Technological Research and Development
28 Authority.

30 The Governor shall appoint one person from each list to the
31 board and shall appoint two members to the board at large; the

1 at-large members must represent financial institutions with
2 experience in agricultural lending, farmers, or beginning
3 farmers or must otherwise be persons especially interested in
4 agriculture and family farm development. Additionally, the
5 initial appointee from the Institute of Food and Agricultural
6 Sciences must be an agriculturalist and the initial appointee
7 from the Florida Agricultural and Mechanical University must
8 be an economist; thereafter, the appointees from the nominees
9 of these two entities shall alternate between agriculturists
10 and economists.
11 (3) Initially, three members of the board shall be
12 appointed for terms of 4 years each, two members of the board
13 shall be appointed for terms of 3 years each, and two members
14 of the board shall be appointed for terms of 2 years each.
15 Thereafter, each member shall be appointed for a 4-year term.
16 Following the initial appointment of members to the board,
17 each subsequent appointee must be confirmed by the serving
18 members. A person appointed to fill a vacancy shall serve only
19 for the unexpired portion of the term. A member of the board
20 is eligible for reappointment. An appointed member may be
21 removed from office by the Governor
