18 (2) A county, a municipality, an economic development
19 council, a not-for-profit association of businesses organized
20 to assist in the promotion of international trade, or the
21 Spaceport Florida Authority may apply for a grant of state
22 funds for the promotion of international trade.
23 (3) The International Trade and Economic Development
24 Board of Enterprise Florida, Inc., shall review each
25 application for a grant to promote international trade and
26 shall submit annually to the Office of Tourism, Trade, and
27 Economic Development for approval lists of all applications
28 that are recommended by the International Trade and Economic
29 Development Board for the award of grants, arranged in order
30 of priority. The Office of Tourism, Trade, and Economic
31 Development may allocate grants only for projects that are

1 approved or for which funds are appropriated by the
2 Legislature. Projects approved and recommended by the
3 International Trade and Economic Development Board which are
4 not funded by the Legislature shall be retained on the project
5 list for the following grant cycle only. All projects that
6 are retained shall be required to submit such information as
7 may be required by the Office of Tourism, Trade, and Economic
8 Development as of the established deadline date of the latest
9 grant cycle in order to adequately reflect the most current
10 status of the project.
11 Section 28. (1) For fiscal year 1997-1998 and subject
12 to appropriation in the General Appropriations Act, the Office
13 of Tourism, Trade, and Economic Development shall establish a
14 targeted market pilot project grant program, through which
15 funding will be provided on a competitive basis, which
16 successfully matches local businesses in this state with
17 specific international trade opportunities. The Legislature
18 finds that it is in the best interests of the state to
19 encourage and assist businesses in this state to actively
20 participate in international trade. Office of Tourism, Trade,
21 and Economic Development shall consult with the Florida
22 Council of International Development in the development of
23 this program.
24 (2) Grant proposals must be submitted by local or
25 regional economic development councils or the Spaceport
26 Florida Authority. Proposals must include
