17  and insert:

18         Section 2.  The Legislature recognizes that the

19  restaurant industry is uniquely positioned to provide

20  employment opportunities for a significant number of WAGES

21  participants. Therefore, it is the intent of the Legislature

22  to encourage employment of WAGES participants by the food and

23  beverage industry. By March 1, 1999, and each March

24  thereafter, the Office of Tourism, Trade, and Economic

25  Development shall certify the total number of WAGES

26  participants employed by the food and beverage industry during

27  the prior calendar year, using data from the Department of

28  Labor's WAGES Information System as summarized in the

29  Employment Information Report prepared by the Bureau of Labor

30  Market and Performance Information and information from the

31  Florida Education and Training Placement Information Program

 1  at the Department of Education. To be counted for purposes of

 2  this act, each WAGES participant must have been on welfare for

 3  at least 3 months and must remain off of the welfare rolls for

 4  the 3 calendar quarters immediately following the calendar

 5  quarter in which the individual is first employed by the food

 6  and beverage industry. By July 1, 1999, and each year

 7  thereafter, the Department of Business and Professional

 8  Regulation shall recalculate and reduce the tax rate imposed

 9  by section 561.501, Florida Statutes, by the following

10  formula: each WAGES participant job certified in the report

11  shall be given a value of $3,500, which shall then be

12  multiplied by the total number of WAGES participant jobs

13  certified in the report to arrive at a "gross economic

14  benefit." The "gross economic benefit" shall then be

15  subtracted from the total amount collected from the tax

16  imposed under section 561.501, Florida Statutes, and shall not

17  exceed 33 1/3 percent reduction in any given year, to arrive

18  at a "remainder." The Department of Business and Professional

19  Regulation shall then recalculate and reduce the tax rate

20  imposed by section 561.501, Florida Statutes, to generate the

21  revenue represented by the "remainder." The Department of

22  Business and Professional Regulation shall adopt procedures

23  for administering these provisions and adopt rules pursuant to

24  the provisions of this section.
