14         On page 7, lines 24-26,

15  remove from the amendment:  all of said lines

17  and insert in lieu thereof:  Office of Program Policy Analysis

18  and Government Accountability shall biennially review the real

19  costs of services in the competitive marketplace with

20  considerations of geographic differentials. The Office of

21  Program Policy Analysis and Government Accountability shall

22  compile the results of the biennial review. The results of the

23  biennial review shall be included in the department's annual
