  1                      A bill to be entitled

  2         An act relating to Florida State University;

  3         creating a medical school at the university;

  4         amending s. 458.3145, F.S.; providing for the

  5         issuance of medical faculty certificates to

  6         faculty members at the school; providing an

  7         effective date.

  8

  9         WHEREAS, more than 3.5 million residents of this state

10  are older than 60 years of age, and

11         WHEREAS, almost one million of these residents are

12  older than 80, and

13         WHEREAS, these residents account for 25 percent of the

14  population of this state and a majority of the visits to

15  physicians, and

16         WHEREAS, the health needs of older persons require

17  health care providers who have been trained in primary care

18  with a clinical focus on geriatric medicine, NOW, THEREFORE,

19

20  Be It Enacted by the Legislature of the State of Florida:

21

22         Section 1.  (1)  There is established a medical school

23  at Florida State University.

24         (2)  The initial 2-year academic program will be

25  provided at the Leon County campus, with rotations in local

26  hospitals.

27         (3)  The second 2-year clinical clerkship rotation will

28  be coordinated with the Mayo Clinic in Duval County.

29         Section 2.  Subsection (1) of section 458.3145, Florida

30  Statutes, is amended to read:

31         458.3145  Medical faculty certificate.--

  1         (1)  A medical faculty certificate may be issued

  2  without examination to an individual who:

  3         (a)  Is a graduate of an accredited medical school or

  4  its equivalent, or is a graduate of a foreign medical school

  5  listed with the World Health Organization;

  6         (b)  Holds a valid, current license to practice

  7  medicine in another jurisdiction;

  8         (c)  Has completed the application form and remitted a

  9  nonrefundable application fee not to exceed $500;

10         (d)  Has completed an approved residency or fellowship

11  of at least 1 year or has received training which has been

12  determined by the board to be equivalent to the 1-year

13  residency requirement;

14         (e)  Is at least 21 years of age;

15         (f)  Is of good moral character;

16         (g)  Has not committed any act in this or any other

17  jurisdiction which would constitute the basis for disciplining

18  a physician under s. 458.331;

19         (h)  For any applicant who has graduated from medical

20  school after October 1, 1992, has completed, before entering

21  medical school, the equivalent of 2 academic years of

22  preprofessional, postsecondary education, as determined by

23  rule of the board, which must include, at a minimum, courses

24  in such fields as anatomy, biology, and chemistry; and

25         (i)  Has been offered and has accepted a full-time

26  faculty appointment to teach in a program of medicine at:

27         1.  The University of Florida,

28         2.  The University of Miami,

29         3.  The University of South Florida, or

30         4.  Florida State University, or

31         5.4.  The Mayo Clinic Jacksonville, Florida.

  1         Section 3.  This act shall take effect July 1, 1998.

  4                          SENATE SUMMARY

  5    Creates a medical school at Florida State University,
      with clinical rotations coordinated with the Mayo Clinic
  6    in Duval County. Provides for the issuance of medical
      faculty certificates without examination for faculty at
  7    the school.
