14         On page 17, line 3, before the period

16  insert:  , except the payment amount for school boards in

17  counties with a population of 100,000 or less which do not

18  contain all or a portion of an area of critical state concern

19  designated pursuant to chapter 380 shall be calculated based

20  only on the value of the millage levied pursuant to s.

21  236.25(1) and (2) on purchases completed after July 1, 1998.
