17 and insert in lieu thereof:
18 Section 1. Legislative Intent.--The Legislature
19 recognizes that the purchase of a boat or other water-borne
20 vessel is a major consumer purchase and that a defective boat
21 or other water-borne vessel creates a hardship for the
22 consumer. The Legislature recognizes that a review of such
23 considerations as industry practices, existing regulations,
24 the extent of consumer abuse and other unfair trade practices
25 if any, and fiscal impact is necessary in order to insure the
26 adoption of a cost-effective system that will benefit the
27 citizens of this state.
28 Section 2. Workshops.
29 (1) The Attorney General shall conduct a series of
30 workshops that shall include broad representation from the
31 marine manufacturing industry, vessel sales and service

1 industry (dealers) and consumers. The Department of
2 Agriculture and Consumer Services and the Department of
3 Highway Safety and Motor Vehicles shall appoint
4 representation to the workshops.
5 (2) By March 1, 1999, the Attorney General shall
6 report to the Legislature the findings and recommendations
7 resulting from these workshops.
8 (3) Upon submission of the report to the Legislature
9 this act shall stand repealed.
10 Section 3. This act shall take effect upon becoming a
11 law.

20 An act relating to vessels; establishing

23 consumers; requiring Attorney General to
24 conduct workshops and report results to the
25 Legislature; establishing an effective date.
