  1                      A bill to be entitled

  2         An act relating to vessels; establishing

  3         legislative intent relating to a review of

  4         marine vessel sales and protection of

  5         consumers; requiring Attorney General to

  6         conduct workshops and report results to the

  7         Legislature; establishing an effective date.

  9  Be It Enacted by the Legislature of the State of Florida:

10

11         Section 1.  Legislative Intent.--The Legislature

12  recognizes that the purchase of a boat or other water-borne

13  vessel is a major consumer purchase and that a defective boat

14  or other water-borne vessel creates a hardship for the

15  consumer.  The Legislature recognizes that a review of such

16  considerations as industry practices, existing regulations,

17  the extent of consumer abuse and other unfair trade practices

18  if any, and fiscal impact is necessary in order to insure the

19  adoption of a cost-effective system that will benefit the

20  citizens of this state.

21         Section 2.  Workshops.

22         (1)  The Attorney General shall conduct a series of

23  workshops that shall include broad representation from the

24  marine manufacturing industry, vessel sales and service

25  industry (dealers) and consumers.  The Department of

26  Agriculture and Consumer Services and the Department of

27  Highway Safety and Motor Vehicles shall appoint

28  representation to the workshops.

29         (2)  By March 1, 1999, the Attorney General shall

30  report to the Legislature the findings and recommendations

31  resulting from these workshops.

  1         (3)  Upon submission of the report to the Legislature

  2  this act shall stand repealed. 

  3         Section 3.  This act shall take effect upon becoming a

  4  law.
