  1                      A bill to be entitled

  2         An act relating to the re-creation of the

  3         Communications Working Capital Trust Fund

  4         without modification; re-creating the

  5         Communications Working Capital Trust Fund;

  6         carrying forward current balances and

  7         continuing current sources and uses thereof;

  8         providing an effective date.

  9

10         WHEREAS, the Legislature wishes to extend the life of

11  the Communications Working Capital Trust Fund, which is

12  otherwise scheduled to be terminated pursuant to

13  constitutional mandate, and

14         WHEREAS, the Legislature has reviewed the

15  Communications Working Capital Trust Fund before its scheduled

16  termination date and has found that it continues to meet an

17  important public purpose, and

18         WHEREAS, the Legislature has found that existing public

19  policy concerning the Communications Working Capital Trust

20  Fund sets adequate parameters for its use, NOW, THEREFORE,

21

22  Be It Enacted by the Legislature of the State of Florida:

23

24         Section 1.  The Communications Working Capital Trust

25  Fund, which was created within the Department of Management

26  Services and which is to be terminated pursuant to Section

27  19(f), Article III of the State Constitution on November 4,

28  2000, is hereby re-created.

29         Section 2.  All current balances of the Communications

30  Working Capital Trust Fund are carried forward, and all

31  current sources and uses of the trust fund are continued.

  1         Section 3.  This act shall take effect November 4,

  2  2000.
