  1                      A bill to be entitled

  2         An act relating to the re-creation of the

  3         Operating Trust Fund of the Department of

  4         Management Services without modification;

  5         re-creating the Operating Trust Fund; carrying

  6         forward current balances and continuing current

  7         sources and uses thereof; providing an

  8         effective date.

10         WHEREAS, the Legislature wishes to extend the life of

11  the Operating Trust Fund, which is otherwise scheduled to be

12  terminated pursuant to constitutional mandate, and

13         WHEREAS, the Legislature has reviewed the Operating

14  Trust Fund before its scheduled termination date and has found

15  that it continues to meet an important public purpose, and

16         WHEREAS, the Legislature has found that existing public

17  policy concerning the Operating Trust Fund sets adequate

18  parameters for its use, NOW, THEREFORE,

19

20  Be It Enacted by the Legislature of the State of Florida:

21

22         Section 1.  The Operating Trust Fund, which was created

23  within the Department of Management Services and which is to

24  be terminated pursuant to Section 19(f), Article III of the

25  State Constitution on November 4, 2000, is hereby re-created.

26         Section 2.  All current balances of the Operating Trust

27  Fund of the Department of Management Services are carried

28  forward, and all current sources and uses of the trust fund

29  are continued.

30         Section 3.  This act shall take effect November 4,

31  2000.
