  1                      A bill to be entitled

  2         An act relating to postsecondary education;

  3         requiring public universities to include

  4         fine-arts-course grades when calculating

  5         grade-point averages for certain purposes;

  6         requiring the Department of Education to

  7         include fine-arts courses in the list for which

  8         weighted grades are used in determining

  9         eligibility for a Florida Bright Futures

10         Scholarship; providing an effective date.

12  Be It Enacted by the Legislature of the State of Florida:

14         Section 1.  The Board of Regents shall amend its rules

15  to add fine-arts courses, pursuant to section 232.246(1)(h)2.,

16  Florida Statutes, to the core courses used in calculating

17  student eligibility for admission to state universities, and

18  state universities shall include grades earned in those

19  courses in making admissions decisions.

20         Section 2.  For purposes of determining initial

21  eligibility for a Florida Bright Futures Scholarship,

22  fine-arts courses, pursuant to section 232.246(1)(h)2.,

23  Florida Statutes, are college-preparatory academic courses and

24  shall be included when calculating the required grade-point

25  average.

26         Section 3.  This act shall take effect July 1, 1998.

                       COMMITTEE SUBSTITUTE FOR

  4  The Committee Substitute directs the Board of Regents to
    change its rules to add fine arts to the list of courses whose
  5  grades are averaged to determine eligibility for university
    admission. It directs the Department of Education to add fine
  6  arts to the list of courses whose grades are averaged in
    making eligibility decisions for the Florida Bright Futures
  7  Scholarship program.
