2 An act relating to motor vehicle registration;
3 amending s. 320.02, F.S.; revising requirements
4 with respect to odometer readings for purposes
5 of motor vehicle registration; providing
6 additional requirements; providing an effective
7 date.

9 Be It Enacted by the Legislature of the State of Florida:

11 Section 1. Subsection (2) of section 320.02, Florida
12 Statutes, is amended to read:
13 320.02 Registration required; application for
14 registration; forms.--
15 (2)(a) The application for registration shall include
16 the street address of the owner's permanent residence or the
17 address of his or her permanent place of business. If the
18 owner does not have a permanent residence or permanent place
19 of business or if the owner's permanent residence or permanent
20 place of business cannot be identified by a street address,
21 the application shall include:
22 1. If the vehicle is registered to a business, the
23 name and street address of the permanent residence of an owner
24 of the business, an officer of the corporation, or an employee
25 who is in a supervisory position.
26 2. If the vehicle is registered to an individual, the
27 name and street address of the permanent residence of a close
28 relative or friend who is a resident of this state.
29 (b) The application for registration department shall
30 include the odometer reading for the vehicle at the time of
31 application. Odometer readings taken for purposes of motor

1 vehicle registration shall be included on the vehicle's
2 registration certificate, shall be accessible through the
3 computer system at the Department of Highway Safety and Motor
4 Vehicles, and shall be considered a public record. prescribe a
5 form upon which motor vehicle owners may record odometer
6 readings when registering their motor vehicles.
7 Section 2. This act shall take effect upon becoming a
8 law.

Revises current motor vehicle registration requirements
13 to:
1. Require that an application for registration
14 include the current odometer reading for the vehicle at
the time of application.
15 2. Require that such odometer readings be disclosed
on the vehicle's registration certificate.
16 3. Provide that vehicle odometer readings shall be
considered a public record and shall be accessible
17 through the computer system used by the Department of
Highway Safety and Motor Vehicles.
