2 An act relating to the National Pollutant
3 Discharge Elimination System; amending s. 86,
4 ch. 93-213, Laws of Florida; deleting a
5 requirement for the repayment of a loan;
6 providing an effective date.

8 Be It Enacted by the Legislature of the State of Florida:

10 Section 1. Section 86 of chapter 93-213, Laws of
11 Florida, is amended to read:
12 Section 86. The Department of Environmental Regulation
13 is authorized 54 career service positions for administering
14 the state NPDES program. Twenty-five career service positions
15 are authorized for startup of the program beginning July 1,
16 1993, and the remaining 29 career service positions beginning
17 January 1, 1994. The state NPDES program staffing shall start
18 July 1, 1993, with completion targeted for 6 months following
19 the United States Environmental Protection Agency
20 authorization to administer the National Pollutant Discharge
21 Elimination System program. Implementation of positions is
22 subject to review and final approval by the secretary of the
23 Department of Environmental Regulation. The sum of $3.2
24 million is hereby appropriated from the Pollution Recovery
25 Trust Fund to cover program startup costs. Such funds are to
26 be repaid from a fund the Legislature deems appropriate, no
27 later than July 1, 2000.
28 Section 2. This act shall take effect upon becoming a
29 law.
