  1                      A bill to be entitled

  2         An act relating to trust funds; creating the

  3         Early Education and Child Care Trust Fund

  4         within the Department of Children and Family

  5         Services; providing for sources of moneys and

  6         purposes; providing for future review and

  7         termination or re-creation of the trust fund;

  8         providing a contingent effective date.

10  Be It Enacted by the Legislature of the State of Florida:

12         Section 1.  The Early Education and Child Care Trust

13  Fund is hereby created, to be administered by the Department

14  of Children and Family Services.  Funds shall be credited to

15  the trust fund as provided in HB     or similar legislation,

16  to be used for the purposes set forth therein.

17         Section 2.  Pursuant to the provisions of s. 19(f)(2),

18  Art. III of the State Constitution, the Early Education and

19  Child Care Trust Fund shall, unless terminated sooner, be

20  terminated on July 1, 2001. Prior to its scheduled

21  termination, the trust fund shall be reviewed as provided in

22  s. 215.3206(1) and (2), Florida Statutes.

23         Section 3.  This act shall take effect July 1, 1997, if

24  HB     or similar legislation is adopted in the same

25  legislative session or an extension thereof.
