17 and insert:
18 Section 6. The Office of the State Courts
19 Administrator shall contract for the development of a
20 Delphi-based case load weighting system to determine the
21 optimum case loads for circuit and county judges and, in
22 conjunction with other factors, to determine the need for
23 additional circuit and county court judges. The judicial
24 branch shall consult with the Office of Program Policy
25 Analysis and Government Accountability on defining the scope
26 of work, selecting a consultant, and choosing a methodology
27 for developing case weights and determining available judge
28 time. The Office of Program Policy Analysis and Government
29 Accountability shall issue a report not later than February 1,
30 1999 on the development of case weights and their use in the
31 judicial certification process.

1 Section 7. A total of $825,000 from the General
2 Revenue Fund and one full-time equivalent position from
3 specific appropriations 2215, 2217, 2221, 2229, 2231, and
4 2231A in the Conference Report on House Bill 4201, which is
5 the 1998-1999 General Appropriations Act, may be used to
6 implement sections 4 and 6 of this act.
