14 On page 285, between lines 20 and 21,

16 insert:
17 Section 153. Section 464.0145, Florida Statutes, is
18 created to read:
19 464.0145 Licensure of foreign-trained or
20 foreign-licensed nurses.--
21 (1) The Legislature is aware of experienced,
22 foreign-trained and foreign-licensed practical and
23 professional nurses who lawfully reside in this state and who
24 desire to become licensed to practice their profession. It is
25 the goal of the Legislature to facilitate the licensing of
26 foreign-trained, duly-qualified professionals so that the
27 public receives the benefit of their services.
28 (2) Notwithstanding s. 464.009(1) and (2), the
29 department shall issue a license to practice professional
30 nursing or practical nursing to an applicant who:
31 (a) Completes the application form and submits a fee

1 set by the board, not to exceed $150.
2 (b) Demonstrates to the department through submission
3 of documentation, or other evidence acceptable to the
4 department, that the applicant:
5 1. Graduated from a foreign school of nursing; or
6 2. Was licensed to practice professional nursing or
7 practical nursing in another country.
8 (c) Successfully completes a nursing-review program
9 approved by the department and passes the examination
10 administered by the school, college, or university that offers
11 the nursing-review program.
12 (d) Demonstrates proficiency in English.
13 (e) Provides sufficient information to the department
14 for purposes of a statewide criminal-records check conducted
15 by the Department of Law Enforcement.
16 (f) Is in good mental and physical health and is of
17 good moral character.
18 (3) By December 31, 1998, the department shall develop
19 a nursing-review program that complies with the intent and
20 purpose of chapter 74-105, Laws of Florida.
21 (4) If an applicant is unable to provide official
22 documentation that verifies training or licensure in another
23 country and provides a compelling reason why official
24 documentation cannot be obtained, or if there is limited or no
25 information on nursing education in the country of licensure,
26 the applicant may prove training or licensure by presenting,
27 in writing, substantial, detailed information on the
28 educational program that the applicant attended or by
29 providing at least three notarized statements from nurses
30 currently licensed in this state who have personal knowledge
31 of the applicant having graduated from a nursing program or
