  1                      A bill to be entitled

  2         An act relating to the Department of

  3         Corrections; requiring that the department

  4         develop and implement a pilot project that

  5         requires the inmates of a correctional facility

  6         to sleep in shifts; requiring that the pilot

  7         project be implemented by a specified date;

  8         providing requirements for the implementation

  9         plan; requiring the department to report to the

10         President of the Senate and the Speaker of the

11         House of Representatives on the implementation

12         of the pilot project; providing an effective

13         date.

15  Be It Enacted by the Legislature of the State of Florida:

17         Section 1.  The Department of Corrections shall develop

18  a plan for implementing a pilot project within region 4 or

19  region 5 of the department which shall require that the

20  inmates in a correctional facility sleep in shifts during the

21  day and night. The department shall implement the pilot

22  project by June 1, 1999, and the plan shall provide for

23  implementing the pilot project in the most cost-efficient

24  manner possible. The plan must address the costs of

25  implementing the pilot project; the changes that are necessary

26  in facility construction; the changes required for food

27  service, staff, security, inmate work assignments, and other

28  facility operations; and any other issue that must be

29  addressed in order for the department to properly carry out

30  its duties. By February 1, 2000, the department shall report

  1  on its implementation of the pilot project to the President of

  2  the Senate and the Speaker of the House of Representatives.

  3         Section 2.  This act shall take effect upon becoming a

  4  law.

  7                          SENATE SUMMARY

  8    Requires that the Department of Corrections develop and
      implement a pilot project within a correctional facility
  9    in region 4 or region 5 which requires that inmates sleep
      in shifts. Requires that the pilot project be implemented
10    by June 1, 1999. Requires that the department report on
      the project to the President of the Senate and the
11    Speaker of the House of Representatives by February 1,
      2000.
