17 Section 23. Paragraph (d) of subsection (5) of section
18 24.121, Florida Statutes, is amended to read:
19 24.121 Allocation of revenues and expenditure of funds
20 for public education.--
21 (5)
22 (d) Beginning July 1, 1993, No funds shall be released
23 for any purpose from the Educational Enhancement Trust Fund to
24 any school district in which one or more schools do not have
25 an approved school improvement plan pursuant to s. 230.23(16).
26 Section 24. Paragraph (a) of subsection (1) of section
27 229.58, Florida Statutes, is amended to read:
28 229.58 District and school advisory councils.--
29 (1) ESTABLISHMENT.--
30 (a) The school board shall establish an advisory
31 council for each school in the district, and shall develop

1 procedures for the election and appointment of advisory
2 council members. A majority of the members of each school
3 advisory council must be persons who are not employed by the
4 school board. Each advisory council shall be composed of the
5 principal and an appropriately balanced number of teachers,
6 education support employees, students, parents, and other
7 business and community citizens who are representative of the
8 ethnic, racial, and economic community served by the school.,
9 provided that Vocational-technical center and high school
10 advisory councils shall include students, and middle and
11 junior high school advisory councils may include students.
12 School advisory councils of vocational-technical and adult
13 education centers are not required to include parents as
14 members. Council members representing teachers, education
15 support employees, students, and parents shall be elected by
16 their respective peer groups at the school in a fair and
17 equitable manner as follows:
18 1. Teachers shall be elected by teachers.
19 2. Education support employees shall be elected by
20 education support employees.
21 3. Students shall be elected by students.
22 4. Parents shall be elected by parents.

24 The school board shall establish procedures for use by schools
25 in selecting business and community members. Such procedures
26 shall include means of ensuring wide notice of vacancies and
27 for taking input on possible members from local business,
28 chambers of commerce, community and civic organizations and
29 groups, and the public at large. The school board shall review
30 the membership composition of each advisory council. Should
31 the school board determine that the membership elected by the

1 school is not representative of the ethnic, racial, and
2 economic community served by the school, the board shall
3 appoint additional members to achieve proper representation.
4 Although schools should be strongly encouraged to establish
5 school advisory councils, any school district that has a
6 student population of 10,000 or fewer may establish a district
7 advisory council which shall include at least one duly elected
8 teacher from each school in the district. For the purposes of
9 school advisory councils and district advisory councils, the
10 term "teacher" shall include classroom teachers, certified
11 student services personnel, and media specialists. For
12 purposes of this paragraph, "education support employee" means
13 any person employed by a school who is not defined as
14 instructional or administrative personnel pursuant to s.
15 228.041 and whose duties require 20 or more hours in each
16 normal working week.
17 Section 25. Paragraph (f) of subsection (3) of section
18 229.591, Florida Statutes, is amended to read:
19 229.591 Comprehensive revision of Florida's system of
20 school improvement and education accountability.--
21 (3) EDUCATION GOALS.--The state as a whole shall work
22 toward the following goals:
23 (f) Teachers and staff.--The schools, district, all
24 postsecondary institutions, and state ensure professional
25 teachers and staff.
