1 A bill to be entitled
2 An act relating to education; creating an urban
3 tutorial and mentoring program; providing goals
4 for the program; specifying certain activities
5 that must be part of the program; providing an
6 effective date.

8 Be It Enacted by the Legislature of the State of Florida:

10 Section 1. Urban tutorial and mentoring program;
11 creation; goals; requirements.--
12 (1) An urban tutorial and mentoring program is created
13 to serve economically disadvantaged minority students in urban
14 areas. The goals of the program are:
15 (a) To improve the academic performance of
16 economically disadvantaged minority students in public
17 schools.
18 (b) To increase the involvement of parents in their
19 children's out-of-school experiences.
20 (c) To establish linkages among parents, community
21 institutions, and the public schools.
22 (d) To develop model programs that can be implemented
23 at other sites.
24 (2) The urban tutorial and mentoring program must:
25 (a) Provide educational support services after school
26 and on weekends;
27 (b) Be located in the community where the students
28 live;
29 (c) Provide visits to families to inform them about
30 the program and to invite them to participate;

1 (d) Recruit volunteers to serve as mentors for the
2 students;
3 (e) Provide enrichment activities such as field trips
4 and lectures by guest speakers; and
5 (f) Develop monitoring and assessment models for
6 measuring and evaluating the achievement of the goals and
7 objectives of the project.
8 Section 2. This act shall take effect upon becoming a
9 law.
