11  Senator *Forman moved the following amendment:

13         Senate Amendment (with title amendment) 

14         On page 7, between lines 5 and 6,

15

16  insert:

17         Section 7.  For the purpose of implementing Specific

18  Appropriations 272 through 403, Specific Appropriations 426

19  through 511A, and Specific Appropriations 898 through 936, the

20  Department of Children and Family Services, the Department of

21  Health, and the Department of Juvenile Justice shall

22  collaboratively study and develop recommendations for a

23  district budget flexibility initiative. This study must

24  include participation by the Florida League of Cities, the

25  Florida Association of Counties, staff of the Executive Office

26  of the Governor, legislative staff, and other interested

27  parties. The study must, at a minimum, address the following

28  issues:

29         (1)  Allocation methodology to be used to distribute

30  appropriations to the district and county level.

31         (2)  Methodology and the process for interdistrict and

  1  intercounty reallocation of resources.

  2         (3)  Performance-based measures that will be used to

  3  monitor the success of such an initiative.

  4         (4)  Selection process and criteria for application of

  5  the initiative.

  6         (5)  Criteria for the local management team or

  7  organizational entity.

  8         (6)  Performance and financial reporting requirements.

  9         (7)  Legislative or executive oversight

10  responsibilities.

11         (8)  Applicability of chapter 216, Florida Statutes, to

12  the initiative.

13         (9)  Timeframes within which the initiative should

14  operate.

16  The results of this study shall be completed by December 1,

17  1997, and shall be submitted to the Governor, the President of

18  the Senate, and the Speaker of the House of Representatives by

19  that date.
