  1                      A bill to be entitled

  2         An act relating to trust funds; re-creating the

  3         Highway Patrol Insurance Trust Fund within the

  4         Department of Highway Safety and Motor Vehicles

  5         without modification; carrying forward current

  6         balances and continuing current sources and

  7         uses thereof; providing an effective date.

  8

  9         WHEREAS, the Legislature wishes to extend the life of

10  the Highway Patrol Insurance Trust Fund within the Department

11  of Highway Safety and Motor Vehicles, which is otherwise

12  scheduled to be terminated pursuant to constitutional mandate,

13  and

14         WHEREAS, the Legislature has reviewed the Highway

15  Patrol Insurance Trust Fund within the Department of Highway

16  Safety and Motor Vehicles before its scheduled termination

17  date and has found that it continues to meet an important

18  public purpose, and

19         WHEREAS, the Legislature has found that existing public

20  policy concerning the Highway Patrol Insurance Trust Fund

21  within the Department of Highway Safety and Motor Vehicles

22  sets adequate parameters for its use, NOW, THEREFORE,

23

24  Be It Enacted by the Legislature of the State of Florida:

25

26         Section 1.  The Highway Patrol Insurance Trust Fund

27  within the Department of Highway Safety and Motor Vehicles,

28  SAMAS number 762364, which was established to implement the

29  provisions of section 112.19(4)(a), Florida Statutes, and

30  which is to be terminated pursuant to Section 19(f), Article

  1  III of the State Constitution on November 4, 2000, is

  2  re-created.

  3         Section 2.  All current balances of the Highway Patrol

  4  Insurance Trust Fund within the Department of Highway Safety

  5  and Motor Vehicles are carried forward, and all current

  6  sources and uses of the trust fund are continued.

  7         Section 3.  This act shall take effect November 4,

  8  2000.
