  1                      A bill to be entitled

  2         An act relating to manatee license plates;

  3         amending s. 320.08056, F.S.; increasing the

  4         annual use fee; amending s. 320.08058, F.S.;

  5         revising the permitted use of such fees;

  6         amending s. 215.22, F.S.; exempting the Save

  7         the Manatee Trust Fund from certain required

  8         contributions to the General Revenue Fund;

  9         providing an effective date.

11  Be It Enacted by the Legislature of the State of Florida:

12

13         Section 1.  Paragraph (a) of subsection (4) of section

14  320.08056, Florida Statutes, is amended to read:

15         320.08056  Specialty license plates.--

16         (4)  The following license plate annual use fees shall

17  be collected for the appropriate specialty license plates:

18         (a)  Manatee license plate, $20 $15.

19         Section 2.  Paragraph (b) of subsection (1) of section

20  320.08058, Florida Statutes, is amended to read:

21         320.08058  Specialty license plates.--

22         (1)  MANATEE LICENSE PLATES.--

23         (b)1.  The manatee license plate annual use fee must be

24  deposited into the Save the Manatee Trust Fund, created within

25  the Department of Environmental Protection.  The funds

26  deposited in the Save the Manatee Trust Fund may be used only

27  for environmental education; manatee research; facilities, as

28  provided in s. 370.12(5)(b); and manatee protection and

29  recovery.

30         2.  Twenty-five For fiscal year 1996-1997, 25 percent

31  of the manatee license plate annual use fee must be deposited

  1  into the Save the Manatee Trust Fund within the Department of

  2  Environmental Protection may and shall be used for

  3  environmental education directly related to manatees. The

  4  remaining funds must be used for manatee research, protection,

  5  and recovery manatee facilities as provided in s.

  6  370.12(5)(b).

  7         Section 3.  Paragraph (t) is added to subsection (1) of

  8  section 215.22, Florida Statutes, to read:

  9         215.22  Certain income and certain trust funds

10  exempt.--

11         (1)  The following income of a revenue nature or the

12  following trust funds shall be exempt from the deduction

13  required by s. 215.20(1):

14         (t)  The Save the Manatee Trust Fund.

15         Section 4.  This act shall take effect July 1, 1998.

18                          SENATE SUMMARY

19    Increases the annual use fee from $15 to $20 for manatee
      license plates. Allows a specified amount of fees to be
20    used for environmental education and requires the
      remaining fees to be used for manatee research,
21    protection, and recovery. Exempts the Save the Manatee
      Trust Fund from required contributions to the General
22    Revenue Fund.
