15 remove from the amendment: all of said lines

17 and insert in lieu thereof:
18 2. The Office of Tourism, Trade, and Economic
19 Development or any agents of the office shall not enter into
20 any contract, agreement, legal consideration, or obligation
21 that encumbers or obligates the Legislature to appropriate in
22 any fiscal year more than $10 million in excess of the amount
23 appropriated for tax refunds under ss. 288.1045, 288.106, and
24 288.107 for the current fiscal year. Any contract, agreement,
25 legal consideration, or obligation entered by the office,
26 pertaining to tax refund payments shall clearly state that it
27 does not constitute a general obligation of the State of
28 Florida, nor is it backed by the full faith and credit of the
29 State of Florida. Further it shall state that payment of tax
30 refunds are conditioned on and subject to specific annual
31 appropriations by the Florida Legislature of moneys sufficient

1 to pay amounts authorized in sections 288.1045 and 288.106,
2 Florida Statutes, as required in those sections. The
3 provisions of this paragraph are hereby repealed on June 30,
4 1999.
