14 On page 58, between lines 17 and 18,

16 insert:
17 Section 37. The following resources are designated for
18 support of the WAGES Emergency Response Program:
19 (1) Up to $25,000,000 of funds designated for WAGES
20 reserve is to be expended for WAGES Program job development in
21 areas of critical state economic concern.
22 (2) A total of $15,000,000 is to be transferred from
23 Employment Security Administration Trust Fund amounts
24 associated with JTPA IIB, IIC and III allocations to the
25 Economic Development Trust Fund administered by the Office of
26 Tourism, Trade, and Economic Development to be used to fund
27 programs and projects that produce jobs for WAGES Program
28 participants in areas of critical state economic concern.
29 (3) Up to $7,500,000 from Employment Security
30 Administration Trust Fund amounts associated with the
31 Welfare-to-Work grant is to be reserved for activities that

1 lead to employment of WAGES Program participants in areas of
2 critical state economic concern as defined by the WAGES
3 Emergency Response Program. Of the $7,500,000 reserved,
4 $2,500,000 is to be provided to the Institute of Food and
5 Agricultural Sciences of the University of Florida for WAGES
6 job opportunities, and $1,000,000 is to be provided to the
7 Department of Military Affairs to provide job readiness
8 services for WAGES Program participants as approved by the
9 State WAGES Board.
10 (4) Contingent upon passage of federal legislation
11 reauthorizing the Intermodal Surface Transportation Efficiency
12 Act or similar legislation that provides Florida more than 78
13 percent of its federal transportation tax contribution or that
14 increases revenue to Florida, up to $25,000,000 is to be
15 committed to transportation projects in areas of critical
16 state economic concern that produce jobs for WAGES Program
17 participants.
