13         Amendment to Amendment (243299) (with title amendment) 

14         On page 44, lines 4-23,

15  remove from the amendment:  all of said lines

17  and insert in lieu thereof:

18         Section 26.  (1)  The sum of $32 million is hereby

19  appropriated from the Employment Security Administration Trust

20  Fund for the Department of Labor and Employment Security,

21  which shall be used to assist WAGES Coalitions to prepare,

22  place, and support WAGES programs participants in jobs or

23  other approved work-related activities. Such expenditures from

24  the Employment Security Administration Trust Fund which are

25  based on receipts from the Temporary Assistance for Needy

26  Families block grant shall be expended in accordance with the

27  requirements and limitations of Part A of Title IV of the

28  Social Security Act, as amended, or any other applicable

29  federal requirement or limitation. Prior to any expenditure of

30  such funds, the Secretary of the Department of Children and

31  Family Services or his designee shall certify that controls

 1  are in place to ensure that such funds are expended in

 2  accordance with the requirements and limitations of federal

 3  law and that any reporting requirements of federal law are

 4  met. It shall be the responsibility of any entity to which

 5  such funds are appropriated to obtain the required

 6  certification prior to any expenditure of funds. The

 7  appropriation provided in this subsection is void if an

 8  appropriation for the same amount and for the same purposes is

 9  contained in another bill that passes after the passage of

10  this bill during the 1998 Regular Session or an extension

11  thereof.
