12 following amendment:

15 On page 48, lines 19-21, delete those lines
16
17 and insert: the team shall consider projects which provide
18 retail employment opportunities and may select retail projects
19 if: the projects provide significant employment opportunities
20 for WAGES Program participants; the project developers either
21 have or can obtain the necessary permits to begin construction
22 of the project on or before December 1, 1998; and the sponsors
23 of the project are willing to enter into a contract with the
24 state to deliver the commitments required under this
25 subsection. The team shall give priority attention to any
26 retail development project if such a project: is located in an
27 area of critical state economic concern; is designed to
28 provide for more than 5,000 permanent jobs; provides for the
29 right of first refusal for at least 3,000 construction jobs to
30 WAGES Program participants; provides a program for the
31 transportation of WAGES Program participants employed in the

1 construction of the project to and from the construction site;
2 provides on-the-job training for WAGES Program participants at
3 the project site; provides for multiple job fairs for WAGES
4 Program participants; provides that a substantial portion of
5 operational and clerical positions hired directly by the
6 project be WAGES Program participants; and provides for rent
7 and lease incentive programs for businesses renting or leasing
8 space in project facilities based upon the employment of WAGES
9 Program participants. The team may consider any other contract
10 provision designed to increase employment opportunities for
11 WAGES Program participants. The Department of Community
12 Affairs, on behalf of the team, shall develop a contract in
13 consultation with the Department of Labor and Employment
14 Security, the Department of Children and Family Services, and
15 the Department of Transportation, which will utilize state
16 resources such as the Department of Agriculture's Florida
17 AgVentures Program, the Department of Community Affairs'
18 Community Development Block Grant Loan Guarantee Program, the
19 Department of Labor's Welfare-to-Work Program, additional
20 federal funds provided to the Department of Transportation in
21 fiscal year 1998-99, through the reauthorization of the
22 Federal Highway Act, the Department of Environmental
23 Protection's Sewage Treatment Facilities Revolving Loan
24 Program, and WAGES Program support funds to facilitate
25 projects meeting the requirements under this subsection.
