  1                      A bill to be entitled

  2         An act relating to elections; amending s.

  3         106.021, F.S.; providing a limitation on direct

  4         expenditures by political committees and

  5         political parties; providing an effective date.

  7  Be It Enacted by the Legislature of the State of Florida:

  8

  9         Section 1.  Subsection (3) of section 106.021, Florida

10  Statutes, is amended to read:

11         106.021  Campaign treasurers; deputies; primary and

12  secondary depositories.--

13         (3)  Except for independent expenditures, no

14  contribution or expenditure, including contributions or

15  expenditures of a candidate or of the candidate's family,

16  shall be directly or indirectly made or received in

17  furtherance of the candidacy of any person for nomination or

18  election to political office in the state or on behalf of any

19  political committee except through the duly appointed campaign

20  treasurer of the candidate or political committee.  However,

21  expenditures may be made directly by any political committee

22  or political party regulated by chapter 103 for obtaining

23  time, space, or services in or by any communications medium

24  for the purpose of jointly endorsing three or more candidates,

25  and any such expenditure that is used to endorse candidates in

26  elections to be held on the same day and which allocates no

27  more than twice the time, space, or service to any candidate

28  compared to any other candidate being endorsed shall not be

29  considered a contribution or expenditure to or on behalf of

30  any such candidates for the purposes of this chapter.

31         Section 2.  This act shall take effect July 1, 1998.
