  1                      A bill to be entitled

  2         An act relating to public education facilities;

  3         repealing s. 235.217, F.S.; abolishing the

  4         SMART Schools Clearinghouse; providing for

  5         continuation of the 5-year work program;

  6         providing duties of the Department of Education

  7         with respect to administration of the School

  8         Infrastructure Thrift Fund and Effort Index

  9         Fund; providing an effective date.

11  Be It Enacted by the Legislature of the State of Florida:

13         Section 1.  Section 235.217, Florida Statutes, as

14  created by section 10 of chapter 97-384, Laws of Florida, is

15  repealed July 1, 2000.  The 5-year work program, including

16  local public hearings and the board approval process, shall

17  continue as described in section 235.185, Florida Statutes,

18  but without the requirement for state review.  Administration

19  of the School Infrastructure Thrift Fund and the Effort Index

20  Fund shall be provided by the Department of Education.

21         Section 2.  This act shall take effect upon becoming a

22  law.

25                          SENATE SUMMARY

26    Abolishes the SMART Schools Clearinghouse effective July
      1, 2000.  Requires the continuation of the 5-year work
27    program, including local public hearings and the board
      approval process, but without state review.  Directs the
28    Department of Education to administer the School
      Infrastructure Thrift Fund and the Effort Index Fund.
