2 A joint resolution proposing the creation of
3 Section 19 of Article VII of the State
4 Constitution, relating to bonds for state
5 conservation, recreation, and restoration
6 programs and for postsecondary education
7 infrastructure construction.

9 Be It Resolved by the Legislature of the State of Florida:

11 That the creation of the following Section 19 of
12 Article VII of the State Constitution is agreed to and shall
13 be submitted to the electors of this state for approval or
14 rejection at the next general election or at an earlier
15 special election specifically authorized by law for that
16 purpose:
17 ARTICLE VII
18 FINANCE AND TAXATION
19 SECTION 19. Bonds for state conservation, recreation,
20 and restoration programs and for postsecondary education
21 infrastructure construction.--
22 (a) Beginning in the year 2001, bonds pledging all or
23 part of the dedicated revenue of a state tax or the full faith
24 and credit of the state, or both, may be issued by the state
25 without a vote of the electors in a manner provided by general
26 law to finance or refinance:
27 (1) The acquisition of land, water areas, and related
28 interests and resources, in urban and rural settings, for the
29 purposes of conservation, recreation, environmental
30 restoration, water resource development, or historical
31 preservation.

1 (2) The acquisition of lands and related interests;
2 the construction, acquisition, reconstruction, or renovation
3 of educational facilities; and the development of
4 telecommunications infrastructure, for the postsecondary
5 education system of this state.
6 (3) Capital improvements for the lands and water areas
7 that accomplish environmental restoration, enhance public
8 access and recreational enjoyment, promote long-term
9 management goals, and facilitate water resource development.
10 (b) Revenue bonds issued under this section shall
11 first be authorized by the Legislature by an act relating to
12 appropriations or by general law.
13 BE IT FURTHER RESOLVED that the following statement be
14 placed on the ballot:
15 CONSTITUTIONAL AMENDMENT
16 ARTICLE VII, SECTION 19
17 BONDING AUTHORITY FOR CONSERVATION, RECREATION, AND
18 RESTORATION PROGRAMS AND POSTSECONDARY
19 INFRASTRUCTURE.--Proposing the creation of Section 19 of
20 Article VII of the State Constitution to authorize issuance of
21 bonds pledging a dedicated state tax revenue or the full faith
22 and credit of the state without a vote of the electors to
23 acquire land, water, and related interests and resources for
24 conservation, recreation, restoration, resource development,
25 historical preservation, and postsecondary education system
26 construction, and for related capital improvements.
