1 A bill to be entitled
2 An act relating to the St. Lucie County Port
3 and Airport Authority; providing for the
4 dissolution of the St. Lucie County Port and
5 Airport Authority; providing for the transfer
6 of assets, including real property and
7 liabilities of the authority, to the Board of
8 County Commissioners of St. Lucie County;
9 providing for contracts of this authority to
10 remain in effect; providing for liberal
11 construction; providing for the repeal of
12 chapter 97-377, Laws of Florida; providing for
13 severability; providing an effective date.

15 Be It Enacted by the Legislature of the State of Florida:

17 Section 1. Effective October 1, 1998, the St. Lucie
18 County Port and Airport Authority as created by chapter
19 88-515, Laws of Florida, and amended by chapter 97-377, Laws
20 of Florida, located in St. Lucie County, is hereby abolished,
21 and chapter 97-377, Laws of Florida, is hereby repealed.
22 Section 2. Effective October 1, 1998, the title,
23 rights, and ownership of all property, both real and personal,
24 uncollected taxes, dues, claims, judgments, decrees, actions,
25 funds, and all property and property rights held or owned by
26 the St. Lucie County Port and Airport Authority abolished by
27 this act shall pass to and be vested in the Board of County
28 Commissioners of St. Lucie County.
29 Section 3. No obligations or contracts of the St.
30 Lucie County Port and Airport Authority, including bonds
31 heretofore issued or any proceeding heretofore begun for any

1 improvement, or for the borrowing of money or issuing of
2 bonds, shall be impaired or avoided by this act, but such
3 debts, obligations, contracts, and bonds shall pass to and be
4 binding upon St. Lucie County, and all such proceedings
5 heretofore begun for the construction of any improvements or
6 for the borrowing of money or issuing of bonds may be
7 continued and completed and shall be binding upon St. Lucie
8 County. In addition, all debts of, and claims against, the
9 abolished authority shall be valid against St. Lucie County to
10 the same extent that they would have been valid against the
11 authority.
12 Section 4. The provisions of this act shall be
13 liberally construed in order that St. Lucie County may
14 effectively carry out the assumption of the authority and
15 powers of the abolished authority and the purposes of this
16 act.
17 Section 5. If any provision of this act or the
18 application thereof to any person or circumstance is held
19 invalid, the invalidity shall not affect other provisions or
20 applications of the act which can be given effect without the
21 invalid provision or application, and to this end the
22 provisions of the act are declared severable.
23 Section 6. This act shall take effect upon becoming a
24 law.
