1 Senate Resolution No.
2 A resolution honoring Sergeant William Rousseau
3 and the Tampa Police Department.

5 WHEREAS, Sergeant Rousseau, the Domestic Violence
6 coordinator for the Tampa Police Department, is recognized as
7 an expert on domestic violence by the United States Department
8 of Justice, the Florida Governor's Domestic and Sexual
9 Violence Task Force, and the James Harrell Center for Domestic
10 Violence at the University of South Florida, and
11 WHEREAS, Sergeant Rousseau created and administers a
12 three-day Domestic Violence Investigator School in Tampa for
13 law enforcement, victim advocates, and social service
14 providers, which school has trained over 600 domestic violence
15 investigators throughout the state, and
16 WHEREAS, an active member of the Hillsborough County
17 Domestic Violence Council, Sergeant Rousseau has coordinated a
18 three-day training conference in Tampa for the United States
19 Department of Justice, has spoken on domestic violence issues
20 at C.O.P.S. seminars in Boston, Phoenix, and San Diego, and
21 has lectured at the Maine Criminal Justice Academy in Bar
22 Harbor, Maine, and
23 WHEREAS, Sergeant Rousseau, in conjunction with the
24 Florida Law Enforcement Research Coalition of Florida State
25 University, participated in the development of the model law
26 enforcement policies for domestic and sexual violence and, in
27 1997, was awarded a S.T.O.P. grant to teach the model policies
28 to law enforcement officers throughout the state, and
29 WHEREAS, Sergeant Rousseau was honored by the
30 Hillsborough County Bar Association in 1997 as its "Law
31 Enforcement Officer of the Year," and, in 1998, he and the

1 Tampa Police Department received the Governor's "Peace At
2 Home" Award from Governor Lawton Chiles for their outstanding
3 work in preventing and controlling domestic violence, NOW,
4 THEREFORE,

6 Be It Resolved by the Senate of the State of Florida:
7
8 That the Florida Senate pauses in its deliberations to
9 express its appreciation to Sergeant William Rousseau and the
10 Tampa Police Department for their accomplishments in
11 addressing the problems of domestic violence.
12 BE IT FURTHER RESOLVED that a copy of this resolution,
13 with the Seal of the Senate affixed, be presented to Sergeant
14 William Rousseau and to the Tampa Police Department as a
15 tangible token of the sentiments of the Florida Senate.
