1 House Memorial
2 A memorial to the Congress of the United
3 States, urging Congress to enact amendments to
4 the National Voter Registration Act of 1993.

6 WHEREAS, the National Voter Registration Act of 1993,
7 while very successful in registering new voters, has opened
8 the elections process to certain abuses that threaten its
9 integrity, and
10 WHEREAS, because the act does not require that a person
11 registering to vote provide some form of identification or
12 have his or her signature attested to by an appropriate
13 witness, widespread voter registration fraud is not only
14 possible but probable and prosecution of fraudulent
15 registrants virtually impossible, especially since a person
16 may register by mail and vote absentee without ever having
17 been seen by another person, and
18 WHEREAS, because the act also does not require that a
19 person registering to vote provide his or her social security
20 number, it is very difficult to identify registrations that
21 are duplicates or potentially fraudulent, and
22 WHEREAS, it is imperative that the integrity of the
23 elections process in this country be preserved, not only for
24 our nation but also for other nations around the world that
25 look to our elections process as the example to be followed,
26 NOW, THEREFORE,

28 Be It Resolved by the Legislature of the State of Florida:

1 That the Congress of the United States is requested to
2 amend the National Voter Registration Act of 1993 to require
3 that:
4 1. Every person registering to vote provide
5 appropriate identification or, in the case of a mail-in form,
6 provide either a notarized application photograph of himself
7 or herself for identification purposes or a notarized copy of
8 any authorized form of identification otherwise required to
9 register.
10 2. All voter registration applications be witnessed by
11 the person who is registering the applicant or, in the case of
12 a mail-in form, by any other registered voter of the
13 applicable state or other appropriate witness.
14 3. All newly registering voters list their social
15 security numbers on their applications, with proviso that such
16 numbers will remain confidential and exempt from access by the
17 public and will be used by elections officials only to better
18 maintain the voter rolls.
19 BE IT FURTHER RESOLVED that copies of this memorial be
20 dispatched to the President of the United States, to the
21 President of the United States Senate, to the Speaker of the
22 United States House of Representatives, and to each member of
23 the Florida delegation to the United States Congress.
