13         Senate Amendment 

14         On page 3, lines 18-21, delete those lines

15

16  and insert:

17         (5)  Nothing in this act shall be construed to affect,

18  interpret, or in any way address that portion of section 3,

19  Article I of the State Constitution or Amendment 1 to the

20  Constitution of the United States respecting the establishment

21  of religion. This act shall not be construed to permit any

22  practice prohibited by those provisions.
